Then he heard the horses. Ghost horses in massed gallop. A frail, unearthly, echoing sound. Curious, he mounted a shallow flight of steps at the base of the office block and moved forward between the shuttered shops and the bereft shrubbery of a pedestrian patio. A surf of litter foamed around his ankles, then withdrew at the wind's discretion.
